Yes, this is one of the many ways for a necromancer to create a zombie. I've never heard of it being self-administered before, though. Normally it requires at least a lvl 16 Necromancer and he will generally sneak the ashes in with the coke and not tell the user. Days later, the snorting party will rise as a Ju-Ju.

word on the street is that disney got angry when they heard this and had keith and his agent put the kabosh on it
they were worried that it would effect ticket sales for the new pirates film
its also been stated by the bloke that conducted the interview that he had to practically pry it out of keith
he didnt just come out and claim it as it has been presented
one would think if it had been planned out that he would have just said it outright
