First, change the external sharing setting of your organization:

Sign in to office.com/setup as a global or SharePoint admin
On the left side corner under Admin centers, select ‘SharePoint’
Click on the left side corner of the new SharePoint admin center then select ‘sharing’
Under ‘Sharing outside your organization’, choose ‘Allow’ users to invite and share with authenticate external users or Allow sharing to authenticated external users and using anonymous access links.
Click on ‘OK’
