I don't think they fudged it. I think they were relying on weak sources and used weak intelligence as the basis of the invasion. I think they knew it but were hopeful that it would be a (relitavely) quick campaign and they were confident that they would find something.However, I DO have to ask if you really think the United States and Britain fudged the intelligence to their benefit their policies when France, Russia, and almost every other intelligence service believed as well that Saddam was in possession of WMDs.
