Looked it up on Snopes. Apparently this stuff is real, but the statement that it's catching on as a popular street drug in America is false.

Thank God.

I've already gotta teach her to stay away from drugs, old men in vans with 'candy', and Republicans. I don't want to have to teach my daughter to just say no to poop.

It takes too long and it is too much work. Todays kids are lazy and unwilling to work for anything.

Very real and it's not rapidly spreading or anything, but in talking to friends on the drug task force it is more widespread than you'd think. On the other hand who would have thought the solution to the drug war would be to give every junkie a jug full of sewage and a balloon? Takes care of the combined sewage overflow problem at the same time...
